Highlights

  • South Korea will soon integrate YouTube creators into its national cultural export strategy.
  • The move comes as overseas viewers drive 30% of watch time, making creators a key export channel for the country.
  • Officials and YouTube leadership have agreed on a growth-first policy approach, prioritizing industry expansion over new platform regulations.

South Korea’s Ministry of Culture, Sports and Tourism will soon deepen commercial ties with YouTube, indicating a pivot that will treat digital video creators as a core export engine alongside traditional film, television, and music.

According to South Korean media, First Vice Culture Minister Kim Young-soo met YouTube Vice President of Product Management Woojin Kim. The meeting took place at the National Museum of Modern and Contemporary Art in Seoul on Monday (August 10, 2026), where they agreed to formalize state support for the local new-media sector.

Korean YouTube Channels Gain Overseas Reach

As per platform metrics confirmed by The Seoul Economic Daily and Aju Press, global consumers generate 30% of total watch time on South Korea-based YouTube channels. The figure highlights a fundamental shift in how Korean cultural exports reach international markets. Independent creators in lifestyle, beauty, food, and music are progressively seizing global market share outside the usual studio and broadcast distribution systems.

YouTube exclusively linked its platform investment strategy in South Korea to the cross-border monetization potential of domestic channels. Woojin Kim reportedly stated during the meeting that YouTube will maintain targeted support for South Korean creators to support their growth and commercial influence, as well as revenue generation in foreign markets.

South Korea Pushes for a Lighter YouTube Regulation

The key outcome from Monday's meeting was to keep regulations light. As reported by The Asia Business Daily, both ministry leadership and YouTube executives agreed that maintaining expansion throughout short-form and digital video formats needs policies that focus on industry promotion over regulatory restriction.

The move sets South Korea apart from digital markets utilizing stricter oversight on streaming and video platforms. By positioning new-media video as an export asset instead of a target for compliance enforcement, the ministry aims to lessen operational issues for people conducting independent digital media businesses.

YouTube to Maintain Content Safety Standards

Despite the liberal approach, the business push will still follow the base-level platform safety rules. During the meeting, YouTube pledged to maintain content moderation and safety protocols that are designed to protect minor audiences, addressing ministry requests for sustainable ecosystem safety measures.
