Saudi-based Steer Studios, part of the Savvy Games Group, has secured a licensing deal with Warner Bros. Interactive Entertainment to develop and launch Tom and Jerry Blast, a new mobile game based on the classic cartoon franchise. This partnership spotlights both a strategic push into international IP and continued growth within the MENA (Middle East and North Africa) region. Steer’s expanded Riyadh headquarters marks the studio’s ambitions to combine local talent with global reach for a new generation of players.

Tom and Jerry Blast: Expanding MENA’s Game Development Ambitions

Steer Studios’ collaboration with Warner Bros signals a turning point for the Saudi gaming industry, leveraging iconic global IP alongside local development expertise. The mobile game, Tom and Jerry Blast, builds on the studio’s breakout success with Grunt Rush, a debut title created by first-time developers that reached over one million downloads in its first month. Tom and Jerry Blast promises players hybrid casual puzzle stages, daily events, and gameplay mechanics designed to appeal to a broad mobile audience. 

Steer’s upgraded KAFD office in Riyadh illustrates the region’s rapid investment in infrastructure and skills, aiming to position Saudi Arabia as a global gaming hub under Vision 2030. The studio continues to invest in local talent through programs such as Elite Internship, an effort to train the next wave of developers and artists. The game itself offers multi-stage puzzle design, unlockable boosters, and daily events, with safety and data practices aligned to global standards. 

Saudi Arabia’s Vision 2030 places gaming and esports at the heart of its economic diversification, innovation, and youth engagement strategy. By launching the National Gaming and Esports Strategy, the Kingdom aims to create over 39,000 jobs and incubate 250 gaming companies by 2030, contributing nearly $13.3 billion to the national GDP. 

With multi-billion-dollar investments led by Savvy Games Group, Saudi Arabia is rapidly building infrastructure, hosting landmark esports events, and establishing dedicated districts for game development within mega-projects like NEOM and Qiddiya. These efforts seek to make Saudi Arabia a notable gaming hub that fosters local talent and attracts international studios.
