PEGI Expands Age Rating Rules for Online Game Features

The Pan-European Game Information (PEGI) system is expanding its video game classification criteria to address online interaction risks. The move could significantly affect how some major titles are rated in Europe. The updated rules were announced on March 12, 2026, and will apply to games submitted for classification starting in June 2026.

The changes introduce new categories that evaluate gameplay features such as in-game purchases, paid random items, and communication systems. They also assess mechanics designed to encourage frequent play.

PEGI stated the update is intended to help reflect how modern games operate and provide clearer guidance for parents.

PEGI Age Rating Changes Could Affect EA FC Series

One of the most visible impacts could be on EA’s FC football franchise, which typically receives a PEGI 3 rating.

Under the new framework, games containing paid random items such as loot boxes or gacha systems will generally receive a PEGI 16 rating. The Ultimate Team card packs in the FC series fall under this category. In some cases, including certain social casino mechanics, titles may be classified as PEGI 18.

PEGI will also link other interactive features to specific age ratings.

However, games offering time-limited or quantity-limited in-game purchases will receive a PEGI 12 rating. Titles involving NFTs or blockchain-related systems will be rated PEGI 18. Mechanics that encourage frequent play, such as daily quests or login streaks, will receive a PEGI 7 rating. The rating rises to PEGI 12 if players lose progress or content for not returning.

The framework also introduces stricter rules around communication systems. Games with unrestricted text, voice, or video chat without blocking or reporting tools will receive a PEGI 18 rating.

Publishers will be required to submit additional details about these features when applying for classification. PEGI expects the first games evaluated under the updated criteria to be announced later in summer 2026.

Jeroen Jansz, chair of the PEGI Experts Group, said the changes aim to ensure parents have reliable guidance as the games market evolves. He added that PEGI will continue reviewing the implementation of the criteria over the next year.
