Highlights

  • The Delhi government is drafting an animation, visual effects, gaming, and comics (AVGC) policy aimed at strengthening the city’s creative economy and generating job opportunities for youth.
  • The policy will focus on skill development, industry-academia collaboration, financial support for startups, and creation of dedicated AVGC infrastructure and hubs.
  • Officials plan to release a draft for public feedback by December 2025, drawing on models from Maharashtra and other states, with full implementation targeted for 2026.

The Delhi government is preparing a comprehensive AVGC sector policy with the specific aim of boosting digital content careers and job growth. According to recent statements from officials and Tourism Minister Kapil Mishra, the policy will position Delhi as a leading hub for animation, gaming, design, and visual effects by focusing on industry skill-building, world-class infrastructure, and startup support.

Delhi’s First AVGC Summit Scheduled for November

The Delhi government’s planned initiatives include launching a regional AVGC centre in partnership with the Centre, dedicated training programs, subsidies, and loan assistance for creators and SMEs. Delhi’s first AVGC Summit is expected in November, where local stakeholders, studios, and students will provide feedback for shaping the policy draft. Officials highlight the city's strong base of technology and creative talent, aiming to channel expertise into future-ready jobs.

Delhi’s draft policy takes cues from Maharashtra’s AVGC-XR roadmap, which targets 200,000 jobs and INR 50,000 crore in investment by 2050, and will integrate traditional culture with digital innovation to showcase India’s creative strength. Government support is expected to lower entry barriers for new creators, ease access to infrastructure, and strengthen industry-academic ties. Following a positive pilot event in partnership with Netflix (the screening of ‘Kurukshetra’), officials see AVGC as India’s fastest-growing digital sector and a priority for urban innovation.

The policy’s emphasis on public input, sectoral infrastructure, and coordinated support reflects a broader shift in India’s approach to creative industries. Delhi’s framework is set to roll out for public review by December, setting the stage for formal cabinet approval and making the capital a future focal point for the country’s animation and gaming workforce.
